Payments at childbirth and “baby package” in 2023: how to get it

In 2023, as in previous years, parents have the right to receive cash payments from the state at the birth of a child and a “baby package”. The money will be accrued and paid despite the wartime. The Ministry of Social Policy told how to get help.

The assistance must be issued to one of the parents or guardians with whom the child permanently resides. This can be done within 12 months from the date of birth of the baby, as well as during the quarantine and another month after its completion.

The amount of the childbirth allowance this year will be UAH 41,280. Initially, a lump sum of UAH 10 thousand is paid, and the remaining amount is divided into equal parts of UAH 860, which are paid every month for the next 36 months.

How to apply for childbirth assistance online

• Register or log in to the electronic services cabinet of the Ministry of Social Policy;
• Fill in the application form for the service, put an electronic signature on it ;
• The completed application is automatically sent to the social security authorities;
• In case of a properly completed application, the assistance will be granted no later than the next day after its receipt by the social protection authority.

How to apply for childbirth assistance offline

Submit the following documents to the social protection authority or the Administrative Service Center (ASC) at the place of residence:

• a statement from one of the parents;
• birth certificate of the child;
• personal bank account for social payments;
• guardians – a court decision on the establishment of guardianship;
• if the child was born outside Ukraine – documents certifying his/her birth.

The term for consideration of documents submitted offline in paper form will be ten days.

How to arrange the “Baby Package”

Parents of a newborn baby can receive the “baby package” in kind or in cash. In the first case, the “baby package” should be issued in the maternity hospital at the birth of the child. If the parents for one reason or another did not receive it immediately (there was no package, the child was born abroad or outside the health care facility), they should contact the relevant social protection unit at the place of residence or stay. 

The application for the “baby box” must be submitted no later than 30 calendar days from the date of birth of the child, and if the child  was born outside the health care institution – within a year from the date of birth. 

Copies of the following documents must be attached to the application:

• Birth certificates of the child. If the child was born abroad and does not have a Ukrainian birth certificate – a copy of the child’s birth document issued by the relevant authority of the country of residence and legalized in the prescribed manner with translation into Ukrainian. The accuracy of the translation or the authenticity of the translator’s signature must be notarized.
• A document confirming the fact of the child’s birth, if the child was born outside the health care facility. This document can be issued by the health care facility that conducted the examination of the mother and child or by the medical advisory commission.

How to receive financial compensation for the “baby package”

Monetary compensation is granted if the application for it is received no later than 12 months from the date of birth of the child. There are two ways to get it:

• by submitting an application and documents by mail to the relevant social security unit;
• during the provision of the comprehensive service “eBaby”.

A copy of the child’s birth certificate must be attached to the application. If the child was born abroad – copies of the child’s birth document issued by the relevant authority of the country of residence and legalized in the prescribed manner with translation into Ukrainian. The accuracy of the translation or the authenticity of the translator’s signature is certified by a notary.

In order to receive financial compensation within the “eBaby” service, you must provide the information necessary for such compensation, indicate the desire to receive financial compensation, inform about the refusal of parents (other relatives, adoptive parents, guardians, etc.) to receive the “baby package” in kind and provide a special account.
