Zelensky: law on granting pensions to people in the occupied territories

Volodymyr ZelenskyiPresident of Ukraine Volodymyr Zelenskyy has signed a law to ensure the right of Ukrainians to pensions under martial law. 

“Volodymyr Zelenskyy signed the Law of Ukraine No. 2981-IX ‘On Amendments to the Law of Ukraine ‘On Compulsory State Pension Insurance’ on the Granting of Pensions to Persons Residing in the Temporarily Occupied Territory or in the Territory Were Military Operations Are Waged’, adopted by the Parliament of Ukraine on March 20, 2023,” the President of Ukraine’s website reports at  .

Citizens who have reached retirement age, become disabled, or lost a breadwinner and reside in the temporarily occupied territory or in the territory where hostilities are taking place, face the impossibility of receiving a pension.

“They cannot directly apply to the Pension Fund of Ukraine or submit an application and supporting documents through the Pension Fund’s electronic services web portal due to the lack of Internet and Ukrainian mobile communications in the occupied territories,” the statement said.

During the period of martial law and within three months after its termination or cancellation, a pension is granted regardless of the date of application.

According to the law, the pension will be granted:
  • by age – from the day following the day of reaching retirement age;
  • in connection with a disability – from the date of establishment of the disability;
  • in connection with the loss of the breadwinner – from the day following the day of the breadwinner’s death;
  • for length of service – from the day following the day of dismissal from employment that gives the right to such a pension, but not earlier than February 24, 2022.
